[bug report] upward scrolling

Many times BUT NOT ALWAYS scrolling upwards on a longish page,
i can overscroll the contents -- ie on a normal backgroud, the opening
 major heading will end up low on the page.
and if i have a background image --- it will have a bare surface above it
(a sizeable one at that)
