A question then: Can I send you XML files which only contain the English 
and the Norwegian resources? Could I, perhaps, even send a file with 
only the Norwegian texts?

Perhaps there even exist a "template" file, which only contain the 
English resource and a "dummy language" resource? (If it did, it would 
be easier to start a new translation.)
