URL interperetation question

Amaya 5.3 for NT/2000

System Description:
Windows XP
AMD Athlon XP 1700+
512 MB RAM
60 GB HD

Bug Description:
How does Amaya interpret the following in a non-relative file:// URL:

Troop%20545%20Web%20Site

It should be interpreted as Troop 545 Web Site, but I think Amaya is
interpreting %20545 differently.  The HTML file that this is in displays the
graphic correctly in Internet Explorer and Front Page Express.
