ARIA semantics for secondary navigation

label secondary navigation elements that are frequently used  
throughout the site.

Example:
http://www.mozilla.com/en-US/firefox/firefox.html (Products / Firefox  
menu)

Technically this is navigation, but I will be adding the landmark  
'navigation' to the top nav, and I don't think it's a good idea to re- 
use the landmark. I'm not sure it can be considered 'complimentary',  
can it? Would it remain meaningful if it was separated from the main  
content?
