        Yes, pressing return would enter actionable mode.

        Yes, hitting the arrows once in actionable mode would change the 
value of the slider.  You would not need to tab again to put focus on the 
slider widget.  When you enter actionable mode, the focus should be on the 
widget in the cell.

I believe this also needs to refer to focus being on a cell containing an 
actionable item.
