[aapi} New editor's draft of the UAIG published

I just published the updated editor's draft of the UAIG incorporating most
of the P1 defects.

I had to reassign a couple of the bugs to P2. We need to review/assign all
of the unresolved P2 bugs this week for the next draft in July.
