As to "concrete use cases": it is just possible that the reason less are forthcoming is that virtually all the tutorials for HTML are written by and for people who can see. This includes most Web authors and the bulk of people designing markup languages. So my counter-suggestion is that you see if you can prod people who write/teach HTML into writing more useful and widely distributed materials of the sort typified by @alt, @longdesc, and @summary.
