Laura,

First I would like to note that I am not a member of the HTML 5 working group, but I have been a member of WCAG 2.0 for many years.

Having said that, I do have a two quick comments regarding the Action 54: First Draft at 
[3] http://esw.w3.org/topic/HTML/Action54AltAttribute.


Comment 1:
Suggest changing "General alt Text Good Practices" to "General alt Text - Best Practices".

Description
Images of text are pictures of alphabetic or numeric textual characters. 

Suggestion, for i18n purposes should this description not include the concept of *pictures of* 'ASCII Art', which is a pattern of characters or character glyphs whereby, I think, a single glyph can represent a word, thought or phrase (this is a specific representation that is not equal to a symbol)? 

Suggest changing "Images of text are pictures of alphabetic or numeric textual characters." to 
"Images of text are pictures of alphabetic, glyph or numeric textual characters." 


(A longer version could be "Images of text are pictures of alphabetic or numeric textual characters, and ASCII Art that represent a word, thought or phrase.", but would be redudnant considering the 'Examples include pictures of:' list that follow the description)
