It's using the other meaning of "last". The previously active descendant 
gets focus when the entire container is refocused.

ISSUE: ARIA 5/14 draft, Section 2.3, focus on 'last' active descendant 
needs clarification

In the third paragraph of Section 2.3, there is a sentence that says, 
"When the container is navigated to with the Tab key, focus goes 
directly to the last active descendant."

Will someone explain why it should be the last active descendant, 
instead of the first? The explanation should be added to the draft?
