And here I thought I was asking an innocent question...

"Toolbar" seemed to match the definition of "composite", namely "A 
widget that may contain navigable descendants"[1], but I wanted an 
opinion as a way for me to ground the discussion at that point.  I 
gather (one of) the sticking points is that a composite must be a "widget".

Thanks for looking into this.  I had no idea it was that complex.
