Maybe it's just me, but it feels more prescriptive of what a user agent 
should do compared to other attributes and their values.

I wonder though which authors want to class their content as "rude". And 
again, not sure if the description of how it should work in a UA happens 
in other attributes/values, or at least in the same way/connotation.

But then again, this might just be my personal interpretation.
