is SCOPE sufficient? - a test based on WCAG2 techniques example

a few days ago, i archived the following explanatory emessage with an 
attached test file in a post archived at:

the attached file is a demonstration of a simple test, adapted from the 
example provided by "Techniques for WCAG 2.0", which is included in its

and tweaked, through the removal of the "title" attribute defined for

  2. support for the "tabindex" attribute defined in HTML 4.01 Strict
