[STYLEGUIDE] Updated Tab Panel proposal for up/down arrow keys

I updated the proposal for Tab Panel [1]  to also specify the behavior for 
up and down arrows in order to support horizontal tabs.  The up arrow 
works the same as the left arrow (move to previous panel) and the down 
arrow key works the same as the right arrow (move to next panel) This is 
the same as the Firefox implementation for navigating tab panels.
