This is the rules from SWAP for accessible annotation of a lexicon

 

<rdfs:comment>lexicon give a meaning to a specific word or phrase (using
xpointer)

a lexicon can either:

1. point to a lexicon definition

2. or contain the definition itself, using the meaning, part of speech ,
synonym, and lang properties

a DefaultLexicon or lexicon can be embedded directly into an
accessibleAnnotation

1. A whole document can link to a default lexicon through
accessibleAnnotation

2. An accessibleAnnotation can contain a sequence of default lexicons

3. Lexicons are priorities in order of the priority property, were the
highest priority lexicon is referenced first

4. This is like cascading lexicons so that words and phrases can default to
a small but preferred lexicon (jargon or local)

5. Lexicon entries can be used to override the default lexicon.

6. Any document containing lexicon entries can be considered a lexicon and
referenced as such by a default lexicon or other lexicon entry

Rules for defaulting

a. If a word is part of a known phrase found in the default lexicon, the
meaning of the phrase is the first meaning found in the default lexicon for
that phrase

b. If a word is part of a known phrase found in a lower priority lexicon
then the default meaning of the phrase is the first meaning found in the
highest priority lexicon

a. If a word is found in the default lexicon, then the meaning of the word
is the first meaning found in the default lexicon

b. If a word is found in a lower priority lexicon then the default meaning
of the word is the first meaning found in the highest priority lexicon
