I suspect whoever told you that was referring to Section 508 [1].
The parts of this final rule that relate to Web sites overlap
somewhat with the Priority 1 requirements of WCAG 1.0. Section
508 has fewer requirements, but most of them are in WCAG 1.0
(and some are taken directly from it).
