Hello wai-uaag-editor,

In "Techniques for User Agent Accessibility Guidelines 1.0"
W3C Note 17 December 2002
http://www.w3.org/TR/2002/NOTE-UAAG10-TECHS-20021217/

section 5.2 Normative references
http://www.w3.org/TR/2002/NOTE-UAAG10-TECHS-20021217/references.html#Normative-ref

it says

[UAAG10]
"User Agent Accessibility Guidelines 1.0," I. Jacobs, J. Gunderson,
    E. Hansen, eds., 17 December 2002. This W3C Recommendation is
    http://www.w3.org/TR/2002/NOTE-UAAG10-TECHS-20021217/.

However, this URI (and the actual link goes to the techniques document
(ie, the current document). It should instead go to UAAG 1.0.

This version:
    http://www.w3.org/TR/2002/REC-UAAG10-20021217/
Latest version:
    http://www.w3.org/TR/UAAG10/

Perhaps this could be listed in the errata?
