Arkansas links all dead

Just a heads up, all AR links seem dead. :\

I am looking for AR State, County, and City requirements for website
usability and updated content.

Basically, there are a few sites, Schools and City around us locally
that are in need of a "Under construction" page.
These sites have dated content that in a number of cases is causing more
problems than the site helps.
Like being out dated since 2003... and having content and info that is
erroneous.

Any guidance to policies you can provide would be a great help - I do
web design work.
