Random redesign thoughts

I think you are quite courageous to open the redesign can-of-worms!

One question I have....  How much, if at all, are includes used for
elements like the header and nav?

Assuming that includes are used, then if I were emperor of the universe, my
priorities would be:

*Priority 1*

1. Switching to HTML5 so that developers take the site seriously.

*Priority 2*

2. Making it responsive / mobile first
3. Giving it a more modern flat ultra-simple look

If it doesn't use includes, chances are I'd say that's highest priority.
