Short URLs used in Tweets

Hi,
I am trying to find out whether there is a more accessible way of placing a short URL within a Tweet. 
 
Web convention states that URLs should be covered by meaningful words but I cannot find a way to do this within Twitter.
 
Do short URLs within a Tweet cause a problem for blind users?
