Suggestion: A phased approach might first rapidly address significant and insurmountable barriers, then implement... Under the H2, Example Policies: There are a few instances where the verb conform and the noun conformance are used in the same sentence. Suggest: removing "conformance" if "conform" is used in the same sentence. (Might need a little word tweaking for fluency). Brilliant document, very useful and well presented.
