WCAG 2.0 compliant pdf

Hi There,

I've done a good deal of searching on the web, and I can't seem to find a straight answer to this question.

Is it possible to create a WCAG 2.0 compliant pdf file, without having to provide an alternative accessible file format (Word, RTF, HTML etc.)?
