Comments on the document, formatted as described above.

Comments (or a URI pointing to your comments): 
I am afraid this document may not sound completely honest.  It is not
asking for general harmonization, but harmonization around W3C documents
specifically.  I agree with that, but think the document might add the
subtitle: "Using the Principles Established in the W3C Web Accessibility
Guidelines".
