Suggested editorial change for retrofitting

Section: setting the target

We currently have  "For example, an organization sets its target to meet
WCAG 1.0 Priority 1 and Priority 2 checkpoints"
I suggest "For example, MANY organizations set their target to meet WCAG 1.0
Priority 1 and Priority 2 checkpoints"

This would drop a strong hint that singleA is not sufficient and get them
think "AA" immediately
