"Skip To Content" not working on http://www.w3.org/WAI/EO/Drafts/eval/eval-links.html#startcontent in IE6.SP2 with WinXP when I tab through the page and try and use the first link. The page jump focus to the right spot, but when I tab again, I'm still at the top.
