global idea of what we currently have. Then look at the comments. What is
the accessibility problem we are trying to solve with these SC. Some of
the  1.4 SCs are very CSS specific and the most prescriptive in the
document. *

This email dropped off my radar.  Can we discuss whether we want to add
this conformance text.  Jan questioned its testability, which i agree,
needs work.
