Actually, after discussing my 1.7 proposal  on friday we realized it
didn't do the job.  I have the following proposal and concept for you
to consider.

It is important to note that the term user style sheet is extremely
misleeding.  Assistive Style Sheet is more apropriate.  Few users can
write style sheets, but many open source style sheets exist.
