Building on Greg's proposal: http://lists.w3.org/Archives/Public/w3c-wai-ua/2012AprJun/0105.html I'm not fully satisfied with the wording, so I'm offering this as a draft: 2.8.1 Provide Toolbars: If the command to activate any user agent functionality is only available via a nested menu, then at least one toolbar is provide that meets the following conditions (AA) (a) Show/Hide: the user can choose to show or hide the toolbar(s). (b) Configurable: the user can choose to add, remove or re-order the command shortcuts in the toolbar from at least the set of nested menu commands. (c) Restore Default: the user can choose to restore the default toolbar configuration. (Level AAA) Cheers, Jan
