Global zoom and wrap to viewport SCs

On the call today I took an action to " to Write proposal for a zoom
function SC and another for a zoom that respects horizontal".

For now, I'll propose a new Guideline for the SC: "1.X Provide visual
display configuration" (but I think the Guidelines in Principle 1 need a
re-org)

1.X.1: Scale Content: The user can globally resize rendered content.
(Level A)

And this one goes with viewports:

1.8.X: Wrap to Viewport: The user can have content rendered within a
viewport such that the viewport does not scroll in the reading direction
(Level AAA).
