Remove *4.7.x 3.3.2 Location in Hierarchy*

Insert at 3.12 Provide alternative views.

3.12.3 Presentational Grouping: A hierarchical view of the rendered 
content is provided, as opposed to the more normal view of the 
underlying mark-up or DOM. In this case if elements are physically or 
hierarchically close within the rendered presentation but are distant 
with the underlying mark-up or DOM, ie the logical structure and 
semantics are implied by the presentation or styling (such as by using 
CSS absolute positioning etc), access to the authors implied 
presentational groups will be available. (Level A.)
