4.9a Change Rate of Time Based Media

Provide user and programmatic control of playback speed for time-based
media.  Media playback software should implement Time-Scale
Modification (TSM) which maintains the pitch of recorded speech
through a continuously variable range of 0.5 to 2.5 times normal
speed.
