4.1.5 Available Keyboard Shortcuts

I was wondering if we could 'beef' this up a bit (4.1.5 Available  
Keyboard Shortcuts) by adding another criteria referencing 4.1.8  
saying that controls currently in focus should be expressed /  
exposed / documented - as a separate action.
