Complex underlines are more part of the typographic tradition in in CJK 
environments than in Latin. A double wavy underline requires at least 4 
pixels for minimal rendering, a double 'bold' underline requires at least 5 
pixels + one pixel gutter to distinguish it from the double 'plain' underline.
