minor typos in UA Guidelines and Techniques

Congratulations on your Last Call Working Draft of "User
Agent Accessibility Guidelines 1.0." It is beautiful work.
Here is a very minor typo report based on one reading.

Globally in References, each item could end in a period (or not).

To be picture perfect, punctuation marks could be inside
trailing quotes (." and ,") but this is not a big deal.
