Due to an emailing problem, I accidently sent two versions of the same memo. 
Please use the second one:

http://lists.w3.org/Archives/Public/w3c-wai-ua/2000OctDec/0103.html

rather than the first one:

http://lists.w3.org/Archives/Public/w3c-wai-ua/2000OctDec/0102.html

The differences are not substantive, but I suggest either deleting the first 
one (if possible) or just referring to second one.
