in reviewing the 28 december 1999 draft of the UA Responsibilities document, i
was struck by the awkwardness of the wording of Checkpoint 7.4 in the 20
december 1999 draft of UAGL

Checkpoint 7.4 Allow the user to navigate just among all active elements.

why not::

Checkpoint 7.4 Allow the user to limit navigation to all active elements

if that is, indeed, what we mean...
