Hi All,
In review of the site at 320 CSS px. There is a "back to top button" that
floats in the middle of the text. I have attached a screen image.

The change text size / color should be dropped. It needs to be explained in
light of new SC additions. People should be directed to use browsers' and
eBook readers' settings rather than other tricks.

WCAG 2.1 has changed the philosophy of enlargement deferring to the
browsers zoom. This is because the font-size does not trigger responsive
breakpoints.

We really need to research color because AGWG didn't want to touch it.
