It could be argued that a keyboard user can still perform the 
functionality provided (choosing a date), despite not being able to 
access the direct year/month part of the picker - just that it takes 
them longer (if they need to work their way through the dates manually 
to reach the particular year/month they want) or that they have to first 
enter a close enough date (with the year/month they want) in the text 
entry part of the input before opening the picker itself. As such, this 
possibly borders more on a usability failure for keyboard users. It may 
be a fail (from a strict application of 2.1.1), but perhaps more a 
"soft" fail.
