+1 to what Katie said.  1.4.3 is only applicable to text.  I'm the SC
manage for the proposed WCAG 2.1 SC User Interface Component Contrast
Minimum.

This proposed SC has made it into the Public Working Draft (for review by
the public).  So, it is not set in stone yet.  But it can give you guidance.
