I like BAD as is, and think we should go with it.
However, we have to be able to modify it easily in an expedited way.
BAD is not an exposition.  It is a program, and it will get out of date quickly.
Jon and Phill are right, but we shouldn't hold up what is good but
incomplete now.
If anything needs to be a living document BAD is it.
I think we need to come back to this over and over.
