Accessibility of WinXP, IE, & OE

I am an old geezer whose eyes are poor.  I have great difficulty with the 
elegant low contrast adjustment panels in my software.  WAI IG seems to have 
overlooked these things and I have not noticed attention paid to the 
accessibility of emails and the users guides that accompany software and 
hardware.  (My current problem is with the NYTimes whose emails disable my 
choice of fonts for incoming text making them hard to rea.)

Am I in the right place or should I look elsewhere?
