Hi Ian,
The Drupal accessibility community is significant and growing. 
Accessible web sites can be built with Drupal themes that have undergone 
WCAG testing.  Many government agencies are now using Drupal because it 
can be configured for accessibility.  As far as I can tell, it has also 
become the most popular CMS used by blindness organizations.
