This may be overkill and not an exact match: the European project 
ACCESSIBLE has published an ontology at 
<http://www.accessible-eu.org/index.php/ontology.html>. Among other 
things, it covers some types of assistive technologies and techniques 
and failures from WCAG 2.0.
