Accessible applet and device

Hi,



                I'm working on a project of a web application that needs an Id card identification. The reading of this Id card is the only way to access the application, and its input depends on a proprietary input device. Besides that, the "interpretation" of the input data is done via an applet.

                My question is: as this application will be kind of "imposed" to a certain category of professionals (all of which will have access to the proprietary input device), could this application be considered as conforming to a "controlled environment" (and so considered accessible)?
