The GOK project at University of Toronto was about making an on-screen  
keyboard. I guess what you are really looking for is a version that can be  
used in a web application - it would be a good ARIA project, and should be  
relatively straight-forward (except the security aspect and the  
accessibility aspect might collide).

One approach would be to randomise the locations of the keys themselves.  
This would work better for a numeric keyboard than a complete one, because  
that complicates life too much for many people.
