that is always a fuzzy number, at what point is adaptive equipment
needed or even avaliable in much of the world.

there are people who may not be blind or even visually impaired but
who need screen readers. certain types of brain injury for example may
leave a person unable to process the printed word but can understand
it fully when spoken.

some types of ADHD (attention deficeit disorder) can be overwhelmed by
the color and complexity of typical screens and resort to plain text
screens as used by screen readers.

the issue is far more complex than "how many people are blind"
