Seeking Comments on Requiring the alt Attribute in HTML5

Should the alt attribute be required for the img element in HTML5? Why or 
why not? Gez Lemon is conducting a survey/taking comments for a WAI 
position paper. He wants to be sure to consider all sides of the debate 
and is interested in hearing opinions.
