Hi Roger
Official Government policy in the UK remains WCAG 1.0 level Double-A. 

I have however worked with three of the largest central government departments
in the past few months on functional requirements phase and all three have
agreed that implementations of websites and web-based solutions should conform
with WCAG 2.0 Double-A (in some instances, in the intranet environment this
will be done against a selected group of Assistive Technologies).
