That is not the best place to start: it is a technical specification 
instead of an introduction, and it is a working draft instead of a 
finalised specification.

Check W3Schools' CSS tutorial (http://www.w3schools.com/css/), Westciv's

(http://www.cssvault.com/), The Complete CSS tutorial 
(http://www.echoecho.com/css.htm), ...
