I've yet to see a site where skip links would not be of benefit, even 
designing from scratch.

I don't see sitemap-only style navigation as feasible. Even taking a 
very task-focused approach that minimises (global) navigation, it is 
beneficial to provide access to more than just the immediate goal.

Therefore there would be more than just page content, therefore skip 
links would be of benefit for current users with current user-agents.
