I'd also suggest that these type of menus are quite fiddly to use for 
most people, so very hard to use for those with mild to moderate motor 
control issues. Not explicitly covered by the guidelines, but worth noting.

Also, I've seen a general usability issue when you have that type of 
menu, which is that a lot of people won't realise that you can click on 
the top-level link. In your case, not a problem, the pages only 
duplicate the pop-out links, they aren't content pages as such.
